REACH (Registration, Evaluation, and Authorization of
CHemicals) is a new set of laws which will change the way chemicals and products
are regulated within the European Union. The new rules will require a
significant effort on the part of chemical manufacturers and importers,
including disclosure of downstream use information, toxicologic data, and risk
assessment. For certain chemicals these proposed requirements greatly exceed
most of the previous or current requirements for toxicity testing.
Additionally, the requirements for disclosure of downstream user information
will for the first time require end-users of the chemicals to become active
stakeholders in the process, all the while protecting confidential business
information.

REACH entered into force in June 2007, and pre-registration
deadlines begin as the European Chemicals Agency opens in June 2008. To avoid business disruptions and to
maximize opportunities for collaboration and cost-sharing, companies impacted by
REACH should begin coordination and planning for REACH implementation as soon as
