REACH (Registration, Evaluation, and Authorization of CHemicals) is a new set of regulations that will dramatically change the way chemicals and products are regulated within the European Union. These new rules will significantly impact chemical manufacturers and importers, requiring them to disclose downstream user information, publish detailed toxicological data, and conduct adequate health risk assessments both on chemicals released by company facilities and on products being sold to the public. For certain chemicals, such proposed requirements greatly exceed most of the previous or current requirements for toxicity testing. In addition, the requirements for disclosure of downstream user information will, for the first time, require end users of chemicals to become active stakeholders in the disclosure process while protecting confidential business information.
